    The Safer Foundation is a social service provider to individuals with arrest and conviction records. Through a full range of services, including case management, educational instruction and advocacy, we focus on preparing individuals for the world of work by helping them find and keep productive and meaningful employment.

    General Summary: Reporting to, and working in conjunction with, the Senior Director, Health Policy and Practice Management (SD-HPPM). The Clinical Operations Manager will be a critical component to the successful integration of substance use and mental health outpatient treatment services within Safer's traditional employment services and community sites, starting with the location of 808 S. Kedzie. Services at the outset are Rule 2060 substance use outpatient and intensive outpatient services, but will expand to include other Medicaid-covered or grant-funded services to better meet the needs of our clients. The Clinical Operations Manager is primarily responsible for 1) building Safer's behavioral heath outpatient and intensive outpatient programs/services, 2) supervising and monitoring all intake assessment, treatment, and case management services provided to Safer clients within Safer Community sites, and 3) assuring (in conjunction with the Quality Manager), that all services are provided in compliance with regulatory, contractual and revenue cycle requirements, as well as internal quality benchmarks. The Clinical Operations Manager will assist clinical staff in reaching their full potential at each stage of their professional development.

    Essential Duties and Responsibilities:

    Understand the client flow from referral to discharge, as well as interface with other units/programs in the form of workflows, standard procedures, guides, etc. Train staff to these processes. Make recommendations to the SD-HPPM regarding adjustments/improvements. Implement changes to process flow as needed related to internal or external factors.

    Ensure staff are operating according to expectations at all relevant sites.

    Provide team supervision to counselors/therapists and interns to review cases and provide feedback on intervention and case conceptualization on a weekly basis.

    Translate program needs into efficient staffing patterns, making adjustments to staff assignments, creating and updating schedules; support staff when changes are made.

    Develop the outpatient and intensive outpatient programs, making adjustments to the curriculum, hours, approach to ensure quality, retention, and customization to fit the needs of individuals with justice involvement who are also working to obtain full-time employment via other Safer programs.

    Ensure treatment services are delivered in an integrated and coordinated manner with other Safer program services. In order to achieve this, the Clinical Operations Manager works closely with other programmatic and quality staff to reduce redundancy and improve process flow between programs.

    Routinely audit charts, in conjunction with Quality staff, on a consistent basis identifying errors or deficiencies. Ensure errors are promptly identified, communicated to staff, and corrected in a prompt fashion. All charts are in compliance with all audit standards and internal quality expectations. (These standards are to be met at all times, not just prior to an audit.)

    Assists with the recruitment, hiring and training of qualified clinical staff.

    Recruit, on-board, and supervise clinical interns in order to extend the services of the center. Clinical interns should be interviewed, approved, and processed according to applicable administrative rules of the university, state regulations, as well as internal policies.

    Understand basic clinical processes within our electronic health record systems; be able to troubleshoot standard issues with staff or escalate to the SD-HPPM, Quality Manager, or Qualifacts Support.

    Assist the SD-HPPM with designing and implementing new grants and contracts or changes based on internal decision making.
    Serve as subject matter expert to other programs on clinical matters affecting other areas of the agency.

    Represent the SD-HPPM in his or her absence and the Safer Treatment Center internally and externally.

    May also be involved in crisis intervention and work as a liaison within the community.

    Ensure ethical and professional conduct by clinical staff.

    May be required to participate in after-hours, on-call program.

    Provide occasional direct service during staff shortages or absences.

    Routinely check supply inventory and make orders as necessary.

    Knowledge Skills and Abilities:

    Strong clinical/clinical supervision skills in both substance use (Rule 2060) and mental health (Rule 132/140).

    Understanding of life experiences of clients with criminal records’ past or current justice-system involvement.

    Strong programmatic and operational experience; ability to conceive intricate operational processes and take from concept to reality

    Experience working with multi-disciplinary teams and running treatment programs/units within larger complex government or social service agencies

    Knowledge of job training, vocational, employment programming, and supported employment a plus.

    Can analyze complex issues, propose solutions and implement decisions in conjunction with the SD-HPPM.

    In-depth knowledge of ASAM Patient Placement Criteria and appropriate drug testing guidelines

    In-depth practical knowledge of HIPAA and 42 CFR Part 2

    Knowledge of Medicaid-reimbursement requirements as they relate to service delivery

    Knowledge of Medicaid managed care organizations and processes

    Familiarity with the use of Electronic Health Record software to document notes/services; experience with Qualifacts, CareLogic system is a plus

    Ability to use the internet and technology to access information, resources and trouble-shoot

    Experience using Google Chrome and Internet Explorer to access multiple web platforms or search engines

    Experience with Zoom meetings, WebEx, Go-To-Meetings, and other video-conference web applications

    Experience with Visio or other flow-charting software/methods preferred

    Education and Experience:

    LPC, LCPC, LSW, LCSW, Psy.D or other qualifications meeting the clinical supervision requirements for Rule 2060 and Rule 132

    CADC certification in addition to above criteria is a plus

    Experience documenting services in electronic record systems required

    Previous experience as a clinical supervisor/manager preferred

    Previous experience working for a Medicaid-certified DASA/SUPR provider and/or CMHC provider required
